DPP timeline by product group
- 18 February 2027: batteries (Regulation (EU) 2023/1542, Article 77)
- 2029 at the earliest: textiles (ESPR delegated act planned for Q4 2027, then a transition of at least 18 months)
- Next ESPR groups: furniture, tyres, steel, electronics and others, each with the date set by its own delegated act under the ESPR working plan
- EU DPP Registry: operational since 20 July 2026
The ESPR working plan 2025-2030 (Commission communication COM(2025) 187, 16 April 2025) gives indicative adoption years: iron and steel 2026; textiles, tyres and aluminium 2027; furniture 2028; mattresses 2029. Obligations apply only after each delegated act sets its own date. Hoken Pass updates its templates as acts are adopted.

Each passport has a public page reached through a QR code. Every published version gets a qualified eIDAS timestamp from InfoCert, a qualified trust service provider: legal evidence of what the passport said and when. From the Base plan, the hash of each version is also recorded on a public blockchain.

What is ESPR?
The Ecodesign for Sustainable Products Regulation (EU) 2024/1781, the EU framework that introduces digital product passports product group by product group through delegated acts. Batteries need a passport from 18 February 2027 under Regulation (EU) 2023/1542; textiles follow from 2029 at the earliest (delegated act planned for Q4 2027, then a transition of at least 18 months).
What is the EU DPP Registry?
The EU database, operational since 20 July 2026, where economic operators register the unique identifiers of their passports and where each passport can be found. The product data itself stays with the economic operator.
What does ESPR require from an SME?
For each product group, the delegated act sets the data, the data carrier and whether the passport applies per model, batch or item (ESPR, Article 9). The passport must be reachable through the data carrier and registered in the EU DPP Registry.
How do SMEs prepare for ESPR?
Collect product and supplier data now, create a first passport from a template, and check the export files for the Registry. Delegated acts are adopted step by step under the 2025-2030 working plan, so early data collection avoids rework.
