Does a blockchain timestamp replace an eIDAS qualified timestamp?

No. Blockchain timestamps are not issued by a Qualified Trust Service Provider and carry no Article 41 presumption. The two coexist: eIDAS for legal validity, blockchain for immutability and auditability.
